Croatia has a binary higher education system, which means that prospective students must choose between two types of studies:
University studies are academic programs that are only offered at universities and allow students to work in science and higher education, the private and public sectors, and in society as a whole. These courses are available on three levels: undergraduate, graduate, and postgraduate. In some cases, study programs may combine undergraduate and graduate studies.
Professional studies provide students with the skills required for immediate entry into the labor market. Colleges, polytechnics, and universities offer them. Professional studies include the professional undergraduate short-cycle program as well as undergraduate and specialist graduate professional studies.
The Croatian higher education system is fully aligned with the principles of the Bologna Process; all programs are structured in three cycles (undergraduate, graduate, and postgraduate), and the European Credit Transfer System (ECTS) is used to express student workload.
Higher education institutions in Croatia are both public and private. The majority of Croatian universities are public. Almost all polytechnics are public institutions, whereas the majority of colleges of applied sciences are private. Polytechnics and colleges of applied sciences both offer first and second-cycle professional study programs; the only difference between these institutions is the number of study programs they offer, not the type of programs.
